What Nobody Tells You
Andorra is Europe's microstate tax haven. With maximum 10% income tax and no wealth/inheritance tax, it attracts high earners from Spain, France, and beyond seeking tax optimization.
The D.3 is a two-step application. Before you can book the in-person immigration appointment, you need a favourable report from the Ministry of Economy, requested online through procedure GV000785 (free, up to 15 working days). Add that to the 2-month legal decision deadline when planning your move.
Don't confuse the D.3 with the self-employed route. Guides that mention a €50,000 payment to the Andorran Financial Authority are describing the J.1 self-employed residence, where that sum became final and non-refundable under Llei 2/2026. The D.3 document list has no deposit at all.
The 90-day minimum keeps the permit, not necessarily a tax status. D.3 holders must make Andorra their principal and effective residence for at least 90 days per calendar year, but the official pages do not say that this alone makes you Andorran tax resident. Confirm your position before counting on the 10% cap.
No airport means access is road-only. Andorra has no airport. Closest are Barcelona (3 hours drive) or Toulouse (3 hours). This limits accessibility but maintains the country's intimate character.
Catalan is the only official language. While many speak Spanish and French, Catalan is official and dominant. English is limited outside tourist areas. Learning basic Catalan or Spanish helps significantly.
